Trust Fox News to come up with a line like that. <img alt="" class="inlineimg" src="/images/smilies/rolleyes.gif" style="border:0px solid;" title=":rolleyes:">. And it's not as if puppies, kittens, and hamsters are BANNED; they're banned FOR SALE IN PET SHOPS. There's a big difference there. A person could still adopt these animals from shelters, buy them directly from breeders, or buy them from pet shops outside of the city.

I read the news elsewhere, but it was sandwiched between an article about the song Friday and something else. I did a brief search to find the article by itself and that popped up first.

It's not a bad idea to have a waiting period as well. Here there is a seven day waiting period before you may provide a home for a shelter animal, cat or dog, and you may not take one home one week before to one week after the holidays. I think this is a solid plan, and drastically reduces the number of animals which are abandoned. It's only right that one should demonstrate commitment and forethought before being allowed to share their home with a pet. Just my opinion, though!
