My rabbits will jump into my lap, start digging real fast and then bite down for what seems like no reason. Do they just want attention or am I missing something?

Flash likes to dig in his towel and stuff, but the only time he ever jumps in my lap is if he thinks I have a treat for him.

I had one that did that to carpet.
He'd dig in one spot ferociously, then chew on it.

Here's a thought though... Maybe s/he's attracted to the salt in your skin. Maybe its not so much as "biting you" as it is trying to get the salt from your skin. Try offering a mineral salt lick.

Well they do it to my pants and shirt also, which I can't imagine is very salty. Interesting suggestion though.

That is how some rabbits play. They may also be trying to get you to move out of their way.
