Is Falafel in Israel always vegetarian or are there also meat variants?
Never heard of any meat variants. I think they've always been non-meat so that anybody eating one could follow it up with a tea/coffee containing milk. That way, they'd still be keeping 'kashrut' (Jewish religious dietary law) which says that you cannot mix meat and milk.

I have not seen a non-veggie falafel but I would check first and never assume they are "always" OK to eat...

Kubbeh is the dish to avoid, those have meat in them.

Falafel has always had vegetables & spices in it. But its possible that since everything is being "edited" nowadays in the name of alternative cuisine that other variants of falafel might exist somewhere on this earth.
