I've found the topical application of rose hip oil excellent for that.

Hemp oil is great...it's the most balanced oil as far as omega 3 to 6 ratio goes.

AFAIK Flax is more essential than evening primose...though I don't know much about evening primose to be honest. I just know it has no omega 3 in it.

Eczema can be caused by liver trouble, so laying off any hydrogenated oils, trans fats, or fryed oil can help your liver recover. Things that are great for the liver are lemons, dandelion greens and flowers and root tea, and lot's of other herbs
Any foods that are lighter and easier to digest help the liver out a lot too.

Take: flax or hemp oil.

Rub: I'd say Safa rich oils like coconut oil.

Evening primrose: might be good for people with heart problems as this oil reduces the production of thromboxane B2 (making platelets stickx) and increases the production of prostaglandine E1.
