I clicked on the link to the original report from the article to see some details. Apparently, the decrease is per capita, and it seems to be mostly driven by people eating less beef. So the average amount of meat eaten per person is decreasing, but because of population increases, it wouldn't surprise me if we still had an rise in the overall amount of meat eaten.

Here's a chart from the Humane Society that measures the amount by billions of animals, it looks like less animals are being slaughtered overall.
