My husband took a class on copyright law and technically recipes are not copyrightable. The format of the page is copyrightable and so is any text before and after the recipe (the part where they talk about the dish and serving suggestions and stuff) but the actual ingredient list and instructions are not.
However, you should get permission anyway because it's more ethical that way.
Just like how when Weird Al makes a parody of a song, he always gets permission from the original artist, even though he really doesn't need to.
