The title of the NYT article was more than misleading, by the way.
Not Germany (the country, or even the German government) cited the koran, but one German judge, or rather a judge at a German court. Not "in rejecting divorce" itself, but in commenting the rejection of an immediate divorce (usu. a 1 year "separation time" is required before a divorce acc. to German law).
The other incident where the judge was almost shot in the courtroom was 10 years earlier and not related to this case, but I agree she should never have been on this case to begin with.
What could be translated as "prophylactic genuflexion" (i. e. being extra-careful to avoid possibly "upsetting" any muslims or their religious feelings), and its dangers was discussed a lot in Germany around the time of this case (not much of a topic at the moment anymore it seems).
