This is disgusting. UGH.
I hope he gets charged with animal abuse. He is incredibly selfish... so selfish that he should never be legally allowed to care for a pet or animals again.

Poor kitty! I hope it gets taken away/cat napped by someone more caring as he will probably do it again. I hope this doesn't become a trend.

I don't understand why you'd even want to tattoo a cat. Even if you did, surely you'd realise what a ****ing awful idea it is and how cruel and unnecessary. Some of the commenters saying it was fine because he 'owned' the cat just make me despair for humanity.
