This lady I know has a caged love bird and she wants to get rid of him

She's had him for 4 years and she just doesn't want to take care of him anymore. She actually put his cage outside and opened the door to see if he flew away but he was scared. I would love to take him but my husband and I work on the road all the time and it wouldn't be fair for the bird. We've put some posters on our local grocery stores' message boards but nobody called us.
Now, I have three questions for you:
1) Does anybody know anybody in the St. Louis area that would like to have this little bird? We would gladly drive him to his new home.
2) Do you know of any Humane Societies or Organizations in St. Louis that would take the bird and find him a home?
3) What are his chances of surviving if this woman opens his door again and he flies away?
It's sick how people just dispose of an animal when they get tired of it.
I hope you can help me rescue this little guy!

Ally.
