Put an end to dog chaining and penning in south carolina

Why do they keep dogs chained out side all the time? Why would they get a dog to do so?

yes..it is like Led Boots has said..it is usually done to guard the house. Although it is so stupid because how can a dog stop a criminal when they are chained up?? It is really one of the dumbest things I have ever heard and done by the dumbest people too!! Unfortunately where I live I am surrounded by these nit wits.=(
