Does anyone know how to tell if a cabbage has gone bad?

I love love love love cabbage (eating some right now.)

I buy like 5 heads at once and keep them in my fridge for weeks at a time, and I've never had one go bad. I'm guessing they'd get brownish on the inside?

The bottom (core) has white and brown spots on it and the outer leaves are droopy.

My mom popped by and she said that it was fine. She said to just peel off the outer leaves and not eat the bottom (which I wouldn't eat anyway).

Yeah, just peel off any ugly looking outside layers... I usually do that anyway since they always look a little dirty.

Are the spots on the bottom of the core normal?

Sometimes... I definitely wouldn't worry about that as you don't eat that part. I do eat the inner part of the core though... I think it's got a lot of flavor!
