I need a low impact balance and flexibility exercise tape/routine. I can't do Yoga because some of the poses put too much stress on my shoulders. If anyone has any ideas let me know!

I don't know of a tape, but I would think Tai Chi is good for low impact and flexibility exercise.

I think Yoga does wonders to you. You could go to a yoga course and tell the shoulder problem to the instructor, they should be ready to help you and give tips how you can minimalize the stress on your shoulders. I believe eventually your shoulders could bare more stress, too.
Those links above this posts are good too. There's also this exercise ball that my mother uses. It's fun. I don't know if that's the right name for it though.
