For the lower back. Theres nothing better then deadlifts. check powerlifting or bodybuilding sites to learn to do it right, if not, you can hurt your back!
But there is no better exercise for the lower back

Here is one for starters

As far as neck.. stay away form the old bridge type neck exercise wrestlers use to do. Barbell shrugs works the traps and the neck to a small degree

Deadlifts are awesome! They work nearly your whole body, and I've heard they're the 2nd most growth-promoting exercise you can do (behind squats). They'll also translate into more useful strength than all the tricep kickbacks in the world.

I agree with John and Fenguin. However, many olympic lifts already work the lower back. What does your routine currently look like? And why do you want to focus specifically on your lower back?

A couple lower back exercises in my routine include:

Back Extension on an Exercise Mat

Lay flat on stomach lift legs and upper body off the ground until you feel a pull. Hold for 30-45 second count and repeat. (here's a visual: [/URL]

If you have access to a rowing machine, that works your lower back pretty well, as well as your legs in a low-impact manner.

Keep in mind that just focusing on your posture will work your back and abs as well!
