I own horses, and when their necks get a bit flabby, we use a neck sweat. It's bascially a piece of rubber and velcro that we fasten around their necks before excercise.... and it works. Within a few weeks of trotting, you can see their necks getting skinnier. Why doesn't this work with humans? I'm sure if it did, we'd be selling stuff like that like crazy, but we don't...

Actually it does, you can be "wrapped" but it is temporary. What you are doing is basically dehydration.

Bruce Lee liked to hook electrodes to his abs to help tone them when he wasn't exercising. This is kind of the same thing.
