my sister noticed that her fish has a puffy eye. does anyone know what may be wrong with him?

I'm a little confused by your user title, since you say you aren't here any longer and you made this post today, but I'll give you a possible nudge in the right direction. I don't know what sort of fish she has, or much more that it has a puffy eye. Do a Google search for pop-eye (not Popeye, which will probably get hits about the Sailor Man).
It could very well be pop-eye. One of my fish had it on one of his eyes. I don't think it's life-threatening at all and they can go on living just fine afterwards. I don't know about non-goldfish species, however.
