What should I look for in the phone book? I just want to dump a few bags of clothes off and be done with it. And I would like it to go to the needy, not to be re-sold. Any tips?

You could call a local homeless shelter. SA and Goodwill have "branches" most everywhere in the US, but some of the time, they do resell the items. If you have women's/children's clothes, a local domestic violence agency would probably be glad to take them.

I believe the Salvation Army will come and pick up the items that you want donated if you prefer. They do that here in Maryland. I donate every year.

I don't know where you live, but at my local Whole Foods, there are huge yellow bins outside where you can donate used clothing/shoes/etc. I've seen these at several locations around the Twin Cities. Also, the Epilepsy Foundation comes around every season to pick up donations in our area.
There's also a thrift store in St. Paul that takes donations, sells what they can and all profits go toward a local no-kill animal shelter.
You could also ask a local church.
