As of July 1, 2004 the Florida Fish and Wildlife Conservation Commission will allow people to obtain a free permit to kill up to 12,000 mallard ducks per permit each year. The intent of this new Mallard Control Permit is to stop domestic, non-native mallards from interbreeding with native mottled ducks. But the new rule and permit contain glaring loopholes and will result in much animal suffering.
