This is my grrrr... of the day. We're in a new apartment and the lady next door just came home with our her two toddlers in tow. "Is this your dog?" There is a dog tied up on the railing right next to her front door. It's not ours of course. She's afraid to go into her apartment, it looks like a pit bull mix, and it looks kind of scared (not the best combo). So I hold onto her kids while she slowly approaches it so she can get in her front door. The dog doesn't bother her. But then we realize, it's tied to the railing with an electrical cord around it's neck!!! Turns out someone is visiting the idiots across the way. Some people! The just went out and brought him into the apt. Geez!
