I have seen, and read various articles about feral cats, and folks who think it is ok and good to let their house cat out side without posiyive controll over the cat...leash.

***note this is not a debate about the killing of feral cats

I think people who let their cats (or any pet, for that matter) roam around outside uncontrolled are incredibly irresponsible.

The feral cat problem is huge and no matter how large the efforts of feral cat organizations, the problem won't go away if people continue to let their un-altered cats roam free. It's like trying to empty the ocean with a tea cup.

We live on a farm as I mentioned before, adn have no cats. we have created habitat adn in our barns have owl boxes. we have had no problem pests to speak of, and the owls are comforting to hear in the morning and evening.

Our cats spend most of their time asleep on the sofa, but have a catflap and are free to come and go as they please. I don't think I'm incredibly irresponsible. I would be if our cats were entire (we have two neutered males) and lived by a busy road (we don't).

I realise that you're mainly talking about unaltered cats, but I don't think you can really make such a sweeping statement about pet owners in general when the situations vary so hugely.
